Why do cesored movies on TV still have the original rating? ?

For instants I'm watching 8 mile on MTV and it's rated R but yet they blanked out all the curses and even cut out most of the ually explicit part. With all the censorship it should be PG to PG-13, not R. Why is it like that on TV?
