Guys who decides when going for lunch?

What do you think about this scenario. So this guy asked me out for lunch the first time and i kind of brushed it off. Than he asked me again so i said fine. Than he made me pick the day and the location. Whenever i asked him he was like it's up to you cause you are the one that's busy, or i'm fine where ever you want to go i'm indecisive. Does he not care? or does he think he's doing me a favor? So we decided to meet tomorrow and the weather totally sucks so i think he will back out and i can't really dress up because of the horrible weather. Anyways does he sound like he even cares? I think it's just a friendly lunch cause all this emails are friendly.
