Repotting Aloe plant right before winter??

My boyfriend got me an aloe vera plant a few months ago and it is slowly dying....the soil it is in is more like wood chips so when i water it...it all drains right out and the pot itself is way to small. Is it okay to repot it now? I am nervouse because winter is coming and I read that you should only repot in spring....(I also live in upstate new york so the winters here are cold and dark...)HELP!
